Setting communication guidelines is tricky, it requires gradual effort and a lot of observation. Some conflicts are easier to deal with in communication threads/tickets, some require virtual meetings, and for other trickier ones, it requires both sort of communication methods. For instance, in requirement gathering, sometimes the discussion under a Jira ticket works fine. But in many cases, the discussion can get lengthy and pointless, which can be clarified by hoping on a meeting. We need to understand which method works well for which process and set some basic guidelines to help people. You can observe communication methods over a period of time, take consensus from teammates, and can resort to the effective ones.
