Public Safety Broadband Demonstration Network

Outreach Description
With sponsorship from National Institute of Standards and Technology (NIST), National Telecommunications and Information Administration (NTIA), and Department of Homeland Security/Office for Interoperability and Compatibility (DHS OIC), the Public Safety Communications Research (PSCR) program — a joint effort between NIST's Communication Technology Laboratory (NIST CTL) and  NTIA Institute for Telecommunication Sciences (NTIA ITS) — has built a 700-MHz Band 14 Public Safety broadband (PSBB) Demonstration Network to provide manufacturers and first responders a location for early deployment of their systems in a multi-vendor, neutral, host environment.

PSCR’s PSBB Demonstration Network provides a central and independent test bed/laboratory to help public safety understand 3GPP Band 14 LTE. Our Demonstration Network offers an objective forum for public safety to test and verify new capabilities.
 
Once a stakeholder’s CRADA has been executed, the Demonstration Network has three major stages for stakeholder participation.

  1. Test plan creation, with stakeholder input, and a common network deployment scheme and coverage scheme.
  2. Equipment deployment:
    • Equipment is scheduled for delivery to site locations.
    • Coverage, network planning, site preparation is completed.
    • Systems are installed and commissioned.
  3. Test plan execution — This may be staggered into sub-phases as equipment and features become available. Equipment is available to perform system-level testing and demonstrations

An Innovative Approach
We host meetings annually that bring together representatives from public safety, Federal agencies, industry, and academia. Speakers and attendees share the latest in broadband communications technology. We provide updates on our technology testing in our PSBB Demonstration Network.
