1858年，[[清政府]]再被逼簽訂《[[天津条约|天津條約]]》，香港教會在[[香港]]的教育工作因而迅速發展<ref name=":31" />。[[教廷]]同年差遺[[宗座外方傳教會]]教士到香港，使命包括提供更好的天主教教育。1864年，外方傳教會神父{{link-en|高雷門|Bishop Timoleon Raimondi}}（後來的高主教）創立'''聖救世主書院'''（St. Saviour's College），校舍位於[[砵典乍街]]近[[威靈頓街]]的第二代主教座堂（現為樂慶里休憩處），只有四個課室<ref name=":25" />。聖救世主書院的學生多為天主教徒，主要是來自[[澳門]]的[[葡萄牙]]人，其次為[[菲律賓]]人 。為提高學校的教學水平，高神父多番邀請[[喇沙會]]派修士來港辦學，終在1874年獲[[喇沙會]]同意<ref>{{Cite journal |title=Hong Kong Calling The First Foothold |url=https://www.lasalle.org.hk/wordpress/wp-content/uploads/docs/gateway/TheGateway51.pdf |journal=Lasallian Gateway 51 |volume= |issue=}}</ref>{{rp|5}}。高主教的畫像現存於書院校監辦公室作為紀念。
