Add WindowInsets.asPadding(density)

Fixes: 221861737

As per API Council feedback, a new WindowInsets.asPadding(Density)
method was added to allow developers to create PaddingValues without
composition.

Relnote: "WindowInsets.asPaddingValues(Density) was added to
allow developers to do the conversion without needing to be in
composition."

Test: new test
