Move some WindowInsets APIs out of experimental.

Relnote: "Renamed consumedWindowInsets() to consumeWindowInsets()
and withConsumedWindowInsets() to onConsumedWindowInsetsChanged()
and made the Modifiers public."

Test: only name change
