media: Move media xml files to HAL - Move the media xml files to video HAL. - Move to the system configuration based on the target flags. - media_codecs_8937.xml, media_profiles_8937.xml are taken from platform/vendor/qcom/thorium_32/media and branch was android-device.lnx.1.0-stab.1.0. - media_codecs_performance_8937.xml is taken from platform/vendor/qcom/ferrum/media and branch was LA.BR.1.2.6.
