ash: Fix chrome/browser/ash/dbus/ build failure if enable_nacl = false A nacl dependency was added instead of a content dependency in https://crrev.com/c/5676587, relanded in https://crrev.com/c/5686117. See https://crrev.com/c/5667173 for another example where `gn clean` recommended `//components/nacl/common:minimal_content_dummy` instead of `//content/public/common`. To check out the source code locally, don't use git clone

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
