[Nearby Share] Wire MdnsManager mojom to Nearby utility process Pipes the MdnsManager remote to the Wifi LAN implementation within the Nearby utility process. Currently, only AddObserver has been piped and implemented end to end. Will eventually allow the Wifi LAN medium to start Mdns discovery and listen to service discovery events. Fixed: b/349650232 Tested: Unit tests and manual testing on the prototype. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
