webauthn: make enclave errors fatal to the request Similar to hybrid authenticators, if something goes wrong with an enclave request we should flag it to the user and end the request. We don't have the UI wired up for this yet, but this change makes the infrastructure changes. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
