[Code Health] Remove some uses of base::SupportsWeakPtr This CL removes uses of base::SupportsWeakPtr by: 1. Removing it if no longer used. 2. Adding a base::WeakPtrFactory data member and an accessor member function to get a WeakPtr instance when necessary. Classes are also marked 'final' when possible for additional safety. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
