[Extensions] Track last loaded extension ID in ExtensionBrowsertest. ExtensionTestNotificationObserver currently tracks the last loaded extension ID. However, the only client of this value is ExtensionBrowserTest. Since ETNO is already a big grab bag of things, it seems better to track this value in ExtensionBrowserTest itself. This CL shouldn't change existing behavior and the code changes are direct cut and paste from one class to the other. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
