Allow layout compatible structs to be backwards compatible This is useful for optional primitives which should be backwards compatible with definitions with the pattern: bool has_foo; int32 foo; Also dropped checking ordinal field in the compatibility checker for structs, because it is already enforced elsewhere. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
