media/chromeos/NativePixmapFrameResource: Add size checks VideoFrame peforms some checks to ensure that a frame is not empty when a new frame is created. On ToT, NativePixmapFrameResource was not making those same checks. Creates and uses IsValidSize() file scoped helper function for running VideoFrame::IsValidSize and empty buffer checks when creating new FrameResources. Also, adds unit tests for the NativePixmapFrameResource::Create size checks. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
