[FLEDGE] Add perBuyerCumulativeTimeouts. The CL adds a perBuyerCumulativeTimeouts field to FLEDGE AuctionConfigs, and passes the field around to auctions and worklets, just like other AuctionConfig fields. This mostly reuses code for perBuyerTimeouts, since they have the exact same format. Like perBuyerTimeouts, perBuyerCumulativeTimeouts can be passed in directly, or as a promise. The field currently has no effect, other than being passed into SellerWorklets, and delaying auctions until the promise is resolved. A future CL will make it abort pending generateBid() calls for interest groups when the timeout expires. This CL does add extensive testing around passing the new field around, and making sure promises are handled correctly. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
