dPWAs: Fix Text To Speech not work on PWA Mac

Some Assistive Technology(e.g.Text To Speech) doesn't work on PWA Mac.
There are two reasons:
1. Currently we always incorrectly return nil when ATs access the
current focused element of app shim process.
2. Browser doesn't turn on the accessibility tree, because those ATs
only notify app shim process, not the browser process.

To fix it, we did two things.
1. Use BridgeContentViews's `accessibilityFocusedUIElement` as
focused element, which is `NSAccessibilityRemoteUIElement` in app shim
process. OS will find automatically the deepest element in browser
process by `NSAccessibilityRemoteUIElement`.
2. Notify browser process to turn on/off a11y tree when app shim
process has observed user enabling or disabling AT.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
