Reland "Simple frame production" This is a reland of commit 23a50951556c98fab168260ac37c32006fe546d1 Update OnBeginFrame call in tests to match new signature. No other changes. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
