Only broker on Windows when address is machine-local On Windows, as an optimization, only connections that would be blocked by the firewall need to be brokered. This is just loopback connections and also those made to the same machine (i.e. local network interface). This CL adds a class that supports determining whether an IP address matches this criteria to avoid brokering in the majority of cases where it is not local. This class is then wired into the BrokeredClientSocketFactory to implement the optimization. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
