Close the Chrome instance when the last tab is dragged out. The closing is done asynchronously at the end of the drag process and the tab has already been moved out. If any incognito tab is open in the instance then the Chrome instance is not closed. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
