Make ClipboardUnsanitizedContent controllable as a chrome feature Previously the runtime enabled feature was not associated with blink::features::kClipboardUnsanitizedContent, so the flag in about:flags actually controlled nothing. When it was shown as disabled, the blink feature was still enabled. Remove `"base_feature": none` and the manually defined blink::features::kClipboardUnsanitizedContent, then the base feature will be automatically defined and associated with the blink runtime feature. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
