v4l2/stateless: Move blocking dequeue to dedicated threads VIDIOC_DQBUF calls are blocking. They wait for a buffer to be done processing. |CreateSequencedTaskRunner| can share a thread. When thread usage goes up, these blocking calls prevent other task runners from working. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
