HLS: Implement the EXT-X-SERVER-CONTROL tag This CL implements the EXT-X-SERVER-CONTROl tag, which identifies various extended features of the HLS protocol that the server supports. An important attribute of this tag is the PART-HOLD-BACK attribute, which identifies how far from the end of the playlist clients should seek when playing in low-latency mode. This attribute is required if the playlist also contains the EXT-X-PART-INF tag, which has been previously implemented. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
