Reland "jni_zero: Always multiplexing when GN arg is set" This is a reland of commit 90703dea1b7688b69dfcf907acf53e777ee52b76 This was reverted because it was failing on release bots with skip_secondary_abi_for_cq. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
