ReadingList: Implement ReadingListModel::NeedsExplicitUploadToSyncServer This CL introduces NeedsExplicitUploadToSyncServer() method to the ReadingListModel API and implements it in the API implementations. This method helps determine which entries require an explicit user action to upload to the sync server. The CL also introduces IsTrackingChangesForSync() method to the ReadingListModelImpl, which is used to detect if the model is currently syncing. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
