Reland "Tweak Rust cxx binding build logic for non-Chromium projects" This is a reland of commit fcad255dd8e7226166530f2c29883f699b1a5aef The original CL was reverted as a possible cause for a Chrome OS build issue, but it is actually innocent. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
