[CSC] Persist contextual panel selection across side panel toggles on a tab. If a contextual panel is opened on a tab and the panel is closed and reopened, the same panel will reopen. This applies only to that tab; other tabs will still default to showing the last opened global panel. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
