[//gpu] Remove final IS_ANDROID check from gles2_cmd_decoder.cc Removing this check is possible now that the validating decoder unittests run only on Android (a previous try surfaced the fact that these unittests were still running on Linux-CastOS, and failed with this change). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
