reclient_cfgs: add rewrapper configs for linux This will be used for reclient build on linux by setting ``` rbe_cfg_dir = "../../buildtools/reclient_cfgs/linux" ``` in args.gn. ChromeOS build_packages and external contributor will use this for reclient build. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
