Add getLocalToDevice to paintcanvas getLocalToDevice returns an SkM44, whereas the previously used getTotalMatrix returns the deprecated SkMatrix. Thought this was a fix for crbug.com/1195276, turns out it is not. It's good to move away from the deprecated SkMatrix when we can though. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
