Re-add web tests' Graphite specific expectations These expectatiosn were removed unexpectedly by the stale finder. However these tests are not running automatically on CI yet so add finder:disable-general annotation to suppress the finder for now, until we enable the tests on CI. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
