[Merge M123][Android][Crash][CredMan] Check nullable driver factory The WebContentsUserData can provide a null factory (e.g. on a null rfh) which causes the crash. Providing a null driver in these cases is customary and handled by the code. It should fix the code and be a good candidate to merge to M123. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
