Improve cc finished animation performance We now continue animating finished animations in order to continue producing their effect value, however as these effects are not changing we only need to tick them when a pending tree is committed. We also don't consider these inactive animations when determining when we are actively animating for metrics. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
