Tweak Rust cxx binding build logic for non-Chromium projects Instead of directly using the build_with_chromium GN variable to control the import of //third_party/rust/cxx/chromium_integration/rust_cxx.gni, use the enable_cxx variable instead. Then downstream projects can selectively set enable_cxx without being forced to set build_with_chromium. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
