snap-group: Fix SVOVS won't start with lacros issue This cl fixed the issue when SOVOS won't be triggered with lacros build when snapping from window layout menu or long pressing the window caption button. A new enum type has been added to `WindowSnapActionSource`. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
