video: Enable VP9 kSVC HW decoding with D3D11 on Windows. The Google Meets application, when running with VP9 as the codec, is encoding at kSVC mode. On the receiving side, HW decoder must be able to decode the super-frame(key-frame) sent by WebRTC, otherwise WebRTC will fallback to SW decoding. This CL aims to enable HW kSVC decoding through D3D11VA. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
