media/gpu/v4l2:V4L2StatefulVD: fix EOS before CAPTURE queue started

This CL addresses the situation of receiving an End-of-Stream Decode()
before we have had time to configure and start the |CAPTURE_queue_|: in
this case the |OUTPUT_queue_| would be stopped and nothing will be
produced; this is indeed what happens for the CVPCMNL2_SVA_C.h264 test
vector, which only has SPS+PPS+I+I NALUs.

The solution is to simply defer processing the End-of-Stream. This
fixes the last failing H.264 test vector for trogdor.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
