Deduplicate recent searches and query tile suggestions to query tiles. This change enables the deduplication logic to match the query tiles against recently executed searches and deduplicate them to the query tile item. The deduplication logic processes raw URL in a case-sensitive way to determine whether two URLs are equivalent. The direction of deduplication is determined by the suggestion relevance: suggestions with higher relevance absorb duplicates with lower relevance. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
