Use RemoveAllPrivileges instead of removing SE_CHANGE_NOTIFY_NAME The RPC to LSASS from the name to LUID resolution of SE_CHANGE_NOTIFY_NAME is suspected to introduce failures for some users. Removing all the privileges without resolving LUID names is a simple way to avoid this dependency. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
