Turn reachable NOTREACHED() into DumpWithoutCrashing Not focusing anything here is very likely benign. On the other hand, crashing will be very annoying to users caught in a login -> crash -> login loop. For now, we just ignore this assertion but still dump a stack trace. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
