Refactor OS_LINUX preprocessor directive for LaCrOS effort. Currently, ChromeOS defines the OS_LINUX directive as well as OS_CHROMEOS. We're working to separate these two, so we're making the fact that OS_LINUX == OS_LINUX || OS_CHROMEOS explicit. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
