Skia utils: Clean up and centralize helpers Add functions to convert skcms_TransferFunction, skcms_Matrix3x3, and SkColorSpace to a std::string. Add helper functions to convert between SkM44 and skcms_Matrix3x3. While in the area, remove some skcms_TransferFunction helpers that were redundant (not all can be removed without rebaselining layout tests). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
