[M123] Revert "Remove enable_quic_proxies_for_https_urls" This reverts https://crrev.com/c/5254679, commit e572784893b950cbd7b4cdc66f942823e9e74597. There is a small chance that the existing, unencrypted-HTTP-only QUIC proxy support (which issues a GET request to the proxy, rather than creating a tunnel) is still in use. To check out the source code locally, don't use git clone

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
