History Sync cleanup: Remove feature checks in history code The feature kSyncEnableHistoryDataType is launched and being cleaned up. This CL cleans up the call sites in history code, assuming the feature is now always enabled. The feature definition itself will be removed in a followup soon (as of right now, there are still a few references in sync code which are being cleaned up separately). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
