[infra] Trigger linux-wayland-rel on CQ for changes involving ui test crrev.com/c/5274961 reverts a CL that changes the interactive_ui_tests suite and was reverted b/c it failed linux-wayland-rel CI. On Wayland certain ui tests do not work properly, so they need to be filtered to not run. Without triggering this CQ, developers find out about their CLs unexpectedly reverted by the sheriffs due to failing CI. Add these filters to try to trigger linux-wayland-rel on changes to browser/ui tests. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
