Add gn2bp checker to CI * Implemented a GN2BP validation script that would generate the desc_*.json files on the fly during execution then run `gn2bp` script and make sure that it executes with no error. This will allow the Cronet team to catch any changes to the script as early as possible which decreases the time to import significantly. * After this change, the gn2bp source of truth will be in Chromium and it should be only used from Chromium. * Add the new target to the CI(temporarily) until we have calculated how often does it fail and if it's reasonable to switch it over to CQ. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
