0Hz support for WGC can be set for window and screen sources WGC support for window capturing has just been launched at 100%. The next step is to launch a Finch experiment for 0Hz in combination with WGC when capturing a window. A user can still avoid the 0Hz mode by asking for a min frame rate > 0 in combination with getDisplayMedia. Two new feature flags are added AllowWgcScreenZeroHz and AllowWgcWindowZeroHz and they are combined into one single AllowWgcZeroHz flag to the WGC capture layer taking the selected source into account. Test are performed using https://henrik-and.github.io/gdm/ in combination with extensive logs (most are removed in this CL). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
