[Chromecast] Use source_set for shlibs on Android We don't have vendor-supplied shlibs on Android. Building and linking dummy shlibs wastes space with extra copies of //base and other code. This change introduces a gn arg called "use_vendor_shlibs" which, when false, makes "cast_shared_libraries" into "source_set"s, thus statically-linking shlib implementations. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
