Move Surface Synchronization unit tests to CompositorFrameSinkSupportTest

SurfaceTest was clumsy and required a lot of boilerplate code for surface
synchronization testing.

This CL moves Surface Synchronization unit tests to their own unit test
class that manages the setup and tear down just once. This will allow
me to easily add more tests in subsequent patches as I add features
and fix bugs.
