[BlobURL] Re-enable new blob URL architecture by default

This was enabled and then disabled due to an increase in
renderer hangs, but after investigating further it seems
plausible that this higher (but stable) number of
renderer hangs is inherent in using a synchronous Mojo
interface method of a navigation-associated interface
between the renderer and the browser process UI thread
(or at least is a side effect of some unknown issue that
causes the browser process to not respond to the messages
in a timely manner).

This requires temporarily disabling
kRestrictCanAccessDataForOriginToUIThread due to issues
that arise when both flags are enabled. For more info,

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
