[Media] Remove shipped features. This CL removes the following base::Features and associated UI flags: - kVp9kSVCHWDecoding which shipped on ChromeOS x86 in M97 - kVaapiVp9kSVCHWEncoding which shipped on ChromeOS x86 in 11/2021, and is possibly shipping on Windows D3D11 in the future Because these features are only shipped on certain platforms, to remove the features, I added platform_features.h to allow code to query for platform-specific feature support. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
