Rename remaining instances of high efficiency to memory saver This is one of a set of CLs to rename the "high efficiency" feature to "memory saver" to match the branding we launched with and resolve confusion when searching for code. All CLs are tagged with #rename-high-efficiency. I plan to wait for most of them to be approved before starting to submit these changes to ensure the code remains in a consistent state. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
